I don't know the desirability effect of a senet house, but I'd guess that an extra large statue would counteract it. I haven't built a city where a senet house is possible, but when I do I'll probably try your suggestion. Even mortuaries can go in the loop (to again help make culture ratings easier). I can put everything else in the loop except senet houses and libraries. The only buildings that are doubled are the bazaars and water carriers, just for safety's sake, since they're so critical. As I said, I've had no devolving problems at all. The venues can hold four jugglers (coverage for 2800), two musicians (coverage for 2400?) and a dancer (coverage for 1800?), pretty close to the needs of the block for culture. As I recall, the design can hold around 2400 residents. The nice thing about it is having that much entertainment in the loop pretty much covers culture ratings. I haven't had 2 food sources since I started with it, but in Djedu next, I should be able to easily get to fancy residences. I have had absolutely no problems with devolving housing so far everything up to small residence has been completely stable. I can place it so that there are only 2 wasted road spaces, one in the bandstand and one in the pavillion, both forming T's. I've been placing 2 booths, a bandstand and a pavillion in the loop. I've been using a single loop, with services in the middle and housing around the outside. "The popular dance sweeping Egypt interprets the story of your life. Finally, having no music or dancing will work hell on your culture rating, so if it's a requirement, you'd need to set them up somewhere anyway. Three, you trade a 4x4 pavilion with lots of desirability for a dirty ol' 4x4 senet house, so you'll have to add more statues, etc. Two, you'd need a ready supply of beer (may or may not be a problem). For one, you'd need a level where senet houses are available. There are a few drawbacks to this strategy I can already see, however. I have yet to try this, but I see no reason why it wouldn't work. So why not just build a senet house and juggler near every housing block, set up a booth or two, and do away with intersections altogether? Jugglers give 10 musicians give 20 dancers give 30 senet players give 40. Each entertainer imparts a certain number of "entertainment points" to the houses it passes. Houses don't care what entertainment they get, you see they just want enough of something. While perusing Grumpus' site, it occurred to me that there may be another way to build a housing block that gets entertained all the way up to fancy residence level with no venues other than a few juggling booths. Some of you may have seen my posts in which I suggest placing bandstands and pavilions behind a roadblock so walkers won't be trapped in them, and then placing juggling schools, conservatories, and dance schools so that entertainers must walk past all of your housing in order to reach the venue.
